FHW21038P井位于烏爾禾風城1號油砂礦井區，該區塊鉆井工程是富城能源公司2023年產能建設重點項目、實現跨越式發展暨打造自治區綜合能源公司發展戰略的重要環節。公司高度重視，在現場成立了鉆井項目部，專門抽調優秀鉆井隊，各路專家靠前指揮、靠前協調，確保項目的優質高效完成。
施工期間，正是克拉瑪依高溫酷暑季節。面對困難，40009隊全體將士揮灑著汗水，用智慧攻克一個個難關，精心策劃，細化每道工序，無縫銜接，把精細管理融入到生產組織全過程。同時，提前技術交底，一井一策，根據難點制定對策和預案，認真分析該地區以往井史，結合以往鉆井經驗，總結出一套適合FHW21038P井的技術措施和辦法，也為后續在該地區鉆井積累了寶貴經驗。

Well FHW21038P is located in the No. 1 oil sands mine area of Fengcheng in Urho district. The drilling project in this block is a key production capacity construction project of Fucheng Energy of 2023, an important link in achieving leapfrog development and the strategy of building a comprehensive energy company in the autonomous region. The company attaches great importance to the project. It has established a drilling project department on site, deployed excellent drilling teams. Experts specialized in various fields took charge and provided coordination on site. All measures was to to ensure the high-quality and efficient completion of the project.
The construction period coincided with the hot summer in Karamayy. In the face of difficulties, all the workers of Team 40009 worked hard and overcame difficulties with wisdom. They carefully planned, refined each process, achieving seamless coordination and integrating fine management into the entire production organization process.
